Looks like an offset to me - if so the little bobbles at the bottom (right hand end of the picture) are putative roots... so B

Cacti do their own thing but wetting the bit that has the putative roots and putting it in a small pot of very free draining potting compost and keeping it as dry as you can on a window sill is probably giving it a good chance.

B. No damp soil! (It is a cactus). Let it dry and form a hard callus and the break off-spot,which may take some weeks, stick it in some dry soil and give some water after a week or so.

Worth trying B. Got nothingg to lose and you might gain a cactus. My mum could resurrect almost any apparently dead pot plant and would have turned that into a 2m tall cactus tree in no time.
