So…does that mean that people who have been arrested but NOT convicted when they sign a contract are still eligible to get a lump sum payment?

Best way out for Putin is to sign a Decree stating that every citizen is arrested, or even convicted. Who could care about? :)

I'm sure the prison guards will tell the intended recruit that volunteering while in pretrial detention makes one eligible for the bonus payment.
Whether they do so before or after they beat him to a pulp depends on their mood that day.

Given how russia’s cash reserves are dwindling, I’d expect more of such measures of not paying the lump sums under whatever excuse

This kind of grey area means that pre-conviction russians will TRY signing the contract, but other russians will STEAL the payment and tell the new recruit that they were not eligible for it.
