But…why is this publication talking about it now?
(Note: A lot of the things list here have been happening already, even if the author says they aren’t)

But when certain publications mention it…THEN Russia feels it is necessary to defuse the situation.

Pipelines are another area where central Asian countries are looking for alternatives. Those efforts probably got a bit more urgent after yesterday's strike on a pumping station for the CPC pipeline.
