Are they legit or can they be ignored? I know people who got the email & don’t know what to do as it pertains to legality & actionable if ignored.

when you say "legit" what do you mean? the emails come from the rogue server at OPM. They are never signed. We were told by my agency that the email address is a legit email address because so many of US flagged the 1st email as "Phishing".

see that's where I'm going but I'm not lawyer. Why isn't anyone putting their name on them?? And this was a brand new OPM address so that's why a lot of US flagged it as "Phishing".

What is the email address of sender? The [external] in subject line suggests it is not FROM a .gov email address

Report it as possible spam and don’t open it like you’re supposed to do with suspicious emails.
