I've somewhat thought there is an appetite for a dumb phone that has a good single camera with a 5G hotspot inside it. And then just use it to provide internet to my tablet or laptop.

That segment definitely exists, and is served by a tiny slice of products. Sadly, the abysmal battery life on the V3 makes it a total non-starter (though, as shown in the video, hotspot works just fine).
