Was gonna ask why the background is pixelated in a very non-uniform pattern until I saw the sprite is just fine, and realized the background might be using Mode 7 on this game. π
The S-PPU is pretty good at that. While it's affine mapping (like the PS1 does), it doesn't warp like the PS1 because the S-PPU can only rotate and skew in certain ways (not odd angles), which honestly, gives it that cleaner perspective look.
