Well, to be fair she is also "concerned" that unnamed entities recieving payment may be guilty of violating various statutes, and a 2023 IG report found that recipients under a different (but "similar" program) may have violated the terms of that program. I'm sure that makes all the difference.

OMG! Trump would do anything and use anything to eliminate FEMA. Then whoever faces the next disaster might not have any help at all. FEMA plays a vital role in Americans ability to respond and recover from incidents that are beyond any local jurisdiction’s capability.
