Please stop getting your criminal justice politics from Batman comics. The reason nothing Batman does ever reduces crime long term is because then there wouldn't be a reason to make more Batman comics and nobody would get paid.

I would say yes, in that a man(writer) wants to write the best Batman and Joker Story that has a complete arc, but the same “man” wants to continue to be paid.
Batman is a white billionaire who could use his money to fix Gotham, but chooses instead to dress like a bat and beat up people caught in the endless system. It’s not a modern myth that is aging well.
The majority of Batman villains are PhDs with weird fetishes, and the others are crime bosses or warlords. The amount of time Batman spends "beating up the poor" is probably the most overstated myth in comics.
Unless you are a billionaire, you are the poor. The difference between me and a homeless person with no wealth looks like zero to a billionaire. I love my Batman comics, but he’s a billionaire so he’s part of the problem. Green Arrow, via writers, has pointed this out over the years.
Billionaires have dramatically more ability to act on their agency because of their wealth. If you have to work every day to feed, clothe, and provide living space for yourself, you aren’t getting to express your agency fully.You doing what you need just to survive.
Can you imagine if Batman was into rehabilitation? Batman the psychologist, Batman therapist, Batman the volunteer group session leader. The Riddler would have a field day in group with Bats as leader.
If you are going to argue “Why doesn’t Batman just…?” and then immediately describe something that would make for an extremely boring comic book, THAT is exactly why Batman doesn’t do that.
