I know a guy who works for one of the companies that leases trains to the current operating companies.
They cover the purchase and maintenance costs for a very high fee.

The rolling stock companies ROSCOs make up the largest payments to private rail companies and they are NOT being nationalised, trains and carriages will still have to be leased at extortionate rates from the public purse.
