Germany's been having problems for almost 10 years. From what I understand, China started out-neomercantilizing Germany businesses with its Made in China 2025, and it's been working. Their problems are structural and well beyond energy production (they're similar to China's problems, actually).

Yes. They maintain an abnormally large manufacturing sector (and have persistently large trade surpluses) by underpaying workers.
