Should’ve added that I’m looking at the original Traveller. If I’ve got my history correct, Traveller was a response to DnD’s dice heavy mechanics. So we get the “rulings over rules” from Traveller. (Double check me on that.)
Traveller was originally released in 1977 and wasn’t any more or less rules light than D&D was at the time. It was many smaller books and it continued to expand. It was just doing what D&D was doing at the time in space. I can see the OSR appeal in its early approach to worlds and travel.
