Not have politicians trying to appeal to voters who are extremely fickle about showing up in the first place. Here’s the Chicago voting data, you can see under 25 and above 75 there’s a big dropoff https://m.facebook.com/story.php?story_fbid=865971525724214&id=100069341224076
