The department is introducing new non-lethal weapons, specifically BolaWraps, pepper balls and a foam cannon. A BolaWrap is essentially a kevlar rope attached to 2 hooks, that is meant to restrain people. The board is asking questions about it, trying to discern the danger involved in it's use.
