Especially when they are masked and don't identify themselves. At least this guy appears to be law enforcement and not a psychopath in a mask (instead he's a psychopath in a uniform).

okay? my point is that unlike the masked kidnappers, this guy at least sort of presents as law enforcement, so shooting him is far less likely to be excused as reasonable self defense.
No, because I'm not talking about what ICE should be doing. I'm talking about whether there is a chance to win on a self-defense or defense-of-others defense if you shoot the ICE agents.
Again, you're missing the context. There is a real chance juries acquit people on self-defense grounds for attacking the masked agent. There is virtually no chance of that for attacking this guy. I think you'd struggle to even get the jury instruction. That largely relates to how they are dressed.
And my point is that nothing about him says law enforcement at all and without identifying himself, he should be treated as an armed assailant.
No uniform. No badge. No identification at all. Unmarked car without lights that is not a police model. A vest that doesn’t fit without agency markings.
It's naive (in kind of a quaint way) that you think "irresponsible with a weapon" means the person is not law enforcement. Do you not remember Oscar Grant?
He’s jumpy, unprofessional, out of shape, he’s clearly unstable and irresponsible with a weapon. Repeatedly. There is nothing about him that says law enforcement other than him screaming that he is
I wouldn’t pull over or get out of my car for him. And I damn sure wouldn’t be letting him kidnap me or anyone else without producing identification and a warrant
okay. he looks more like a cop to me than a person with a bandana over his face. Everybody with a bandana over their face and a gun out is presumptively an attacker in my mind.

I'm saying that "irresponsible weapon use" is unfortunately not a persuasive reason to conclude that somebody is not law enforcement officer.
