You can buy everything later in act 2 but rep wise I ended at just 100 shy of max, but it didn't affect my ending. You may not, I failed the coffee date and the starting quest there because I didn't know lol

The merchant can be found at the Crossroads after THAT quest. Learned that today myself, heh.

I got them all the way to three stars by just doing every quest in their area. I didn't think it was going to be possible with how far behind they were every other faction, but it is possible
