If you have $$ it's really very simple to get residency. The amount of money is generally quite substantial and you have to be able to prove that you will not become a burden on the state. Most countries have some sort of investment requirement, an asset requirement, and an income requirement.

There are frequently other requirements as well. To become a resident of Ireland for example you also have to maintain a private health insurance th will cover you at a private hospital. Some countries require you to actually reside in country for a set number of days. Many review status yearly.

Probably true although when I moved to England as an expat in the mid 90s (plus wife + 2 young kids + 1 asshole cat) it was a very smooth and easy transition. In no small measure due to the fact that my employer was paying insane amounts of £s to smooth the bumps in the road.
