for quote posts, one of the accounts blocking the other displays a blanket "blocked" message for everyone, regardless if they're blocked or not
it's a safety feature that's fairly unique to Bsky at the moment iirc

but yeah, if you see that it actually doesn't say much either way except one of the two accounts has the other blocked
a nice (and intended) side effect of this is it helps slow or prevent pile-ons, along with the less drastic "detach quote post" feature
