Mostly I think it comes down to people not wanting to pay for something they used to get for free. Change is hard.

Surprisingly, the strongest opposition is likely from suburbanites who never drive in anyway, as the strongest opposition to new urban development is from suburbanites rather than locals who will be affected (interesting new paper). It's more ideological distaste for urbanism than self-interest.
