SCOTUS and Congress are in lockstep.
SCOTUS through C/U decisions gave Congress the ability to accept Billionaire bribes, in return, they/Congress refuses to "balance" the separation of powers as written in the Constitution.

There is an old adage, “don’t ascribe to malfeasance what can be attributed to incompetence”. In this case, it’s a cocktail of both, with a healthy dose of gross negligence in other policy areas. That said, the actions are deliberate even if they don’t understand/care about the outcome. Insanity

I think there's more to it than that. This all seems intentional. He's getting revenge against everyone who disrespected him or didn't accede to his demands in the last 9 years. That includes the bureaucracy (the "deep state") and the American people who turned him out of office in 2020.
