I never trusted Joe. IMO, he pretends to be anti-Trump. Occasionally he would insert a comment or two to normalize Trump. For example: Commenting on his ridiculous picks (paraphrasing)-->Trump wants to completely change the government...then he wondered...maybe that's what the American people want.
