Has any of that ever stopped the GOP when they are in the minority? Do they just give up and do nothing, or do they make a fuss and seize the political initiative to generate media coverage and rally their base?

The complaint by the right wing base during the Obama years and Biden years when the Dems controlled all three branches was just that - the GOP reps did nothing.
