The Federal Government is in charge of costlier things, hence it has higher debt.
It also obfuscates the fact that the Province has been downloading responsibilities to cities. It would have been a larger debt otherwise.
The Federal Government is not downloading to the Province.
It is the Province that is downloading to the Municipalities.
Hence property taxes have been going up as a consequence, and Provincial Debt is lower than it should be.
