This should be treated as a criminal act. There are so many vulnerable people who could be in danger right now because their preferred social media is actively putting them at risk. They shouldn't be allowed to operate in Australia if they're going to pull this shit.
Basic services, like communications, power, water supply, emergency services, education etc. should NOT be run by private companies. These are fundamental to society. Private business aims to maximise dollars, not maximise value to society. Emergency comms should be thru a government service.
Meta is not a social network, it's a cancer contributing to the dumbing down and radicalisation of its users. Meta wants to shape the discourse and it's not interested in helping communities.
Best to have several sources of information with regard weather/emergencies eg: BOM has a phone app for Android that you can tailor to where you live. I think it's same for Apple phones. ABC radio generally has emergency coverage of cyclones, flooding etc. Do not rely on SM for accurate info
