What on earth is he talking about? I checked the Bureau of Meteorology app from Melbourne. The rainfall forecasts were very concerning.
We should increase funding for the BoM & consider a disaster response group outside the ADF. In downtimes they can work on preparedness.

Hervey Bay was moved out of the warning zone a couple of days before TC Alfred hit SEQ. Forecast was for 40mm rain that day, got 300mm.
