since i'm a cheapskate, it's usually just the jacket/shoes i need to worry about.
you can pick up a decent formal shirt, tie and pants from most cheaper clothing shops. TJ Maxx, H&M, Target. (even cheaper if you check charity shops. i got a nice tie and cufflink set from one)
