I think they should be required to get planning permission from the local council to operate as an AirBNB, with no grandparenting provisions for existing AirBNBs. Then local councils can decide on the appropriate balance between residential and holiday homes in their area.

In places like Edinburgh were there are plenty of hotels, then all homes should be for residents and there should be no AirBNBs. That's what places like Barcelona/Catalonia are doing to deal with their housing crisis.

But yes, where they are allowed to operate, they should pay tax.
