This appears straightforward. It's actually a deceptive route to a massive increase in police power.
BUT the difference between electric and non-electric bikes is not visually apparent, especially on the move.
Both have pedals, seats, handlebars, and frames, etc.
That means the NYPD would have carte blanche to pull over ANYONE on ANY BIKE (or scooter or wheeled vehicle) to see if they are an unlicensed e-bike -- EVEN if they have not committed a violation.
If Intro 606 passes, the police can pull over ANYONE on ANY type of bike for NO REASON at all -- as though you're driving a car without a license plate.
If Intro 606 passes, it will be used to harass immigrant, homeless people, and people of color citywide -- even if they have done nothing wrong -- and undoubtedly force more people into the criminal justice system.
