You can freely access all PubMed records at https://Europepmc.org - I just checked and it's up and running.

No it's a fully searchable bibliographic database. Has more records and functionality than PubMed. Give it a shot.

temporary or not ... this is a reminder of how bad idea is to depend on critical infrastructures build by single institutions or governments.
Critical resources for biology and medicine should be developed and maintained by several institutions, as is already the case of many databases.
