The statistics I saw for Phimosis was 3%
Paraphimosis being the most urgent reason necessitating surgical intervention, & Chronic infections like Balantis.
However, neither Exclusively Require a complete excision of the foreskin to address the issues mentioned

If it doesn't have those two aspects involved, then the term mutilation is a bit extreme...Particularly in cases where it's a partial excision.
It's just another form of body modification.
"because (insert entity of comparison here) had it done"
Or
"won't he stick out too much with a foreskin"
Or
"my religion states the foreskin is an atrocity/circumcision is a sign of the pact"
What you experienced was medically justified
I view mine as mutilated, because I had no say in the matter.
Circumcision also comes with more risks than leaving Phimosis alone when it doesn't have the above issues present...
