It's infuriating, going for foreign students again when the last scandal's never been resolved: the ETS 'cheating', in which thousands of lives were unjustly ruined. This is the forgotten scandal, like Windrush and the Post Office - people cruelly treated like criminals en masse.

I think I said "all unis can..." and "too often".
I think it is the case that all face similar incentives, and a key point I take from the File on 4 programme is that unis at all levels of the hierarchy are engaging in rather troubling practice.

Oh I see. Well, yes, I tend to agree. But it does seem to me a problem that afflicts the HE *sector* and it's probably quite difficult to reliably identify sub-groups of unis doing this or that to this/that extent. And I tend to think it is sector wide problem needing a sector wide policy response.
