When they roll on something, especially something that smells strongly like another animal (like a dog harness), they’re depositing their own scent on it.
It’s a way of saying, “Mine now.”
If the harness was just taken off the dog, it’s full of outdoor smells, other dogs, and possibly food.
To a cat, it’s a treasure trove of information—and rolling is part of how they explore scent.

They may not act doggy to the dogs, but they really like their animal friends. Ginger has been hanging out with Bunsen for MONTHS while he has been resting from an injury.
