The Immigration and Nationality Act requires that a removal proceeding before a judge must occur prior to removal from the US.
Trump is trying to bypass this process.
Pretty sure this leads to opposition being designated accordingly and shipped off, maybe to someplace worse. He's just testing the waters right now.
