If I were Canadian PM I would immediately:

1. Create a new $15B science fund

2. Offer any credentialed US scientist funding for lab startup and replacement of NIH grants if they move to Canada

3. Immediate permanent residency

4. Citizenship after 2 years

Overnight a science superpower

Problem is that all 3 (Canada least of all really) are on big anti-immigration pushes and 1 (the UK) has a collapsing university sector

Australian Uni system not thriving either, but a lot of that is a result of choices. Any of these places could push research investments if they wanted to. Also, honestly, we’re talking like 100 top researchers to make a difference. But I do get your points re: political reality.

100%! I agree totally and it frustrates me intensely here in the UK watching the government shoot itself in the foot repeatedly (frequency has decreased slightly with the change of government)

I think it will depend on the university. In Europe though there's, still a lot of money sloshing around for research, the current bids are <€5m per call.

Uk universities have already made statements about talent hunting. The EU will also do this. Remember the lingua franca of all Horizon Europe research is English.
