It does not matter, because the closed NPPs can be restarted for cents, & new will last for 100y, so a few years extra in build time does not matter.
Prices & build times for new NPP is also coming down.
And where do you get the information that the closed NPPs could be restarted for cents? 1. They are outdated 2. no fuel and 3. providers don't want to operate them anymore for several reasons
