I know it seems small and pedantic but it is very important to slow down the “move fast, break things” with demands for documentation. First, to make them hesitate, even for a moment; second, so that lack of documentation can be understood as a crime.

In order to argue to normal people that this is a coup, we need proof. We won’t get them to actively create “we are doing crimes” evidence, so instead, we can make the lack of evidence a crime. Use their momentum against them.

Also, a lot of federal jobs have pretty strict hours, meaning folks cannot be required to or expected to read their emails on a weekend. So this "failure to respond will be taken as a resignation" is especially insidious.
