That's incorrect. For 3 years prior to that defensive and non-lethal weapons were sent by the United States government ($350 million), and commercial sales of lethal weapons to Ukraine were regularly approved by the US. $95 million worth of lethal arms were sold to Ukraine in 2014 and 2015.
