In effect, the university administration has returned to a position it held last May: "before any actions, first we must engage in dialogue with our Israeli partner institutions." Nothing resulted from those dialogues. Meanwhile, our partner institutions remain silent bystanders to genocide.

Indeed disappointing. If the university wants to respond via 'science diplomacy', this, like all diplomacy, must have a clear moral and political objective. I can't see anything articulated in the CvB's response beyond the idea that HR violations are bad, which I think we can agree on.
