Any outbreak of measles will have some children under 5 getting sick because they do not have full coverage as they have not finished or started the vaccine series. One dose of MMR vaccine is 93% effective while two doses are 97% against measles. https://www.cdc.gov/vaccines/vpd/mmr/public/index.html

A 95% coverage rate is the goal for MMR vaccines to establish herd immunity and that's only effective if the replication rate (transmission rate) of measles is low enough. (https://pmc.ncbi.nlm.nih.gov/articles/PMC7349949/).

Measles is about tens times more contagious than COVID-19 (https://virologyj.biomedcentral.com/articles/10.1186/s12985-023-02018-x). The concern is that many of the counties where this outbreak is occurring in Texas have very low vaccination rates for Measles.

Only 1 county that has a positive case is above 95% vaccinated for kindergartners (see graph; https://www.dshs.texas.gov/immunizations/data/school/coverage). Some of these schools in these counties have MMR vaccination rates of less than 50% in kindergartners.
