All depends on what criteria are in play. And there are different compilations that shift positions of presidents quite a bit. The only thing different lists agree on are (most of) those listed in top ⅓ and same for bottom ⅓.
Personally I'd put Nixon far lower down (he was a crook), but he also opened diplomacy w/m'land China (tho a lot of that was Kissinger). & I think Wilson s/b higher (WW I, tried to get US behind League of Nations), despite his appalling racism. &c

The most ridiculous is Reagan at #16. Broke Nixon administration indictments record and reset the national trajectory towards the failure of democracy in the United States. #40 at best. Popular doesn’t mean good.
Trump's ranking on this list is already etched in stone. He made sure of that when he declared he doesn't know if he has to uphold the Constitution of the United States.

Shouldn't WM Harrison be #44? he spent the first 31 days of his presidency dying in bed from pneumonia & then croaked on the 31st day, having done absolutely nothing in the job, except give a 3 hour speech in a pouring rain in mid-30s temps, which is what gave him pneumonia! He was an idiot!

eh- it’s sort of the lin manuel “Hamilton” argument … #3 in rank not due to lack of vision- rather that actual practice of the vision being the greater challenge elevates others who were met with a time of great urgency while he practiced with per -your own argument - and element of impunity.

I was watching a podcast with a couple of reporters, and they openly said it is so much more fun, intoxicating even, covering Donald Trump.
There is a clear incentive structure for them to promote troublemakers like Donald Trump and deride decent, hard working people like Joe Biden.
