I think you can build a system like that today, but it requires either an explicit reload step (like systemd conf files for services) or leaning into fsnotify in a way that UNIX really never has. Why they went this way I don't know, but regardless it is the naimg scheme that puzzles me.
It might be, I honestly don't know. I am just keeping my comments to the feeling of typing 'repeatedctl set-repeated myrepeat', not the implementation details of the PID 1 service management system (about which I know ~nothing).
