I am a lawyer, but asking from a press perspective: is it really that big a deal? Like, didn't the previous Trump White House just stop holding press conferences at some point? There's a First Amendment bar to them ever having to answer any press' questions at all.

I get your point but it is a big deal. The poolers are who is allowed in the room and who travels with the president. So the admin is trying to control who has close access to the president. Think about those informal gaggles that Trump always - who will ask him (semi-) tough questions?
