A rather interesting photo from my collection. I haven't been able to find any info about it. The locomotive looks like Licaon, now preserved, or one of her sisters, of which 9 were still in use into the 1920s.

Austro-Hungarian with some certainty. You're right it appears to be a KFNB VII class. The car immediately behind has a typical cupola of A-H railroads. The man on the left does appear to be wearing an Austro-Hungarian uniform, of say c. 1914. Don't know enough about uniforms to tell much more about it.
Neither do I. I found a history of the uniforms but the details are too vague to match w/ the photo. FWIW the signals appear Austro-Hungarian but I couldn't give a date based on them beyond 1890s.
Also really like that everybody is staring at the camera, makes the photo way more immersive, almost like they're looking at you because it's your fault...
