Because Trump is focused on pardons of the J6 committee: A 2024 ruling by the U.S. Court of Appeals for the 4th Circuit confirmed that clemency can be granted verbally or through other means, emphasizing that writing is not a constitutional requirement! See Rosemond v. United States (2024).
