This is not "TPP through the back door." TPP was a legitimate and valuable plan that was hamstrung by protectionists like Bernie Sanders and killed outright by Trump because he wanted to destroy everything President Obama did. Meanwhile the other signatory nations went on to enjoy its benefits.
