RELIABILITY: After Vance’s Munich speech, a leader asked me, “If Russia attacks a NATO nation, would Trump respond to Article 5 defense?” We got our answer yesterday even though Article 5 was only used to defend America after 9/11. I didn’t hear Vance say “Thank you” in his speech. 4/10
