The problem is that someone has to command it and you cant have a committee of 27 commanders and a veto group against any decision. NATO has a unified command system but NATO means the US which is now adversarial. It would have to be an Euro NATO, separate org.

Copy the whole thing incl. procedures, people, troops and nations from NATO but without US, Hungary & Slovakia.

Position it next to NATO while the latter is still there.

The problem is there in the headline. The "big four". Yet IT, NL and ESP all have bigger GDP than POL. Everyone needs to pay their fair share. At the moment it seems that almost everyone is relying on someone (else) for something that nobody wants to do.
