It would have been easy to choose not to produce a paper like this - the UK isn't a Member State anymore, they could just wait and see what happens.

Publishing this sends a positive signal that the UK is invested in research collaboration and recognises the significance of FP10

The last time the UK published a paper like this was March 2018, on the design of the (now current) Horizon Europe programme - when the UK was still formally a Member State but had voted to leave.

The tonal shift here is the effusive enthusiasm for the idea of *pooling resources and expertise* to tackle big problems - and the mutual benefit for growth, health, and security. It recognises the global nature of Horizon, and shared challenges.

The emphasis on the role of R&D in supporting national security is really strong - this didn't feature at all in the UK's equivalent position in 2018, but comes through a lot here.

A sign of how the world has changed, as much as anything.

The emphasis on security - and this being a shared challenge regardless of being a Member State - is also a reference to associated countries sometimes being excluded from certain calls relating to sensitive topics with security implications.
