WRONG! I only learned about the OODA Loop from James Fallows so there is exactly one (1) Democratic strategist/journalist who read John Boyd, because he happened to know him personally.
John Boyd was an American fighter pilot who was interested in how decision making worked between combatants during military operations. He theorized that if you can get "inside" an opponent's "decision loop," acting and reacting faster than they can, traditional material advantages are beatable
before Boyd, speed in warfare (and tactics and strategy) was typically conceived of in physical terms. How fast can tanks move. How quickly can you get airplanes in the air. Boyd recentered the mental speed of decisions, and the ability of a combatant to deal with continual new information stimuli
