If you've never had a passport before, you have to do it in person.
It wasn't available when I was an agent, but that was 3 years ago. It's reasonable to me that it's available now. I just haven't fact checked it myself so I don't want to give a definitive response.
Proof of citizenship (birth certificate, prev passport even if expired, naturalization certificate). Must be originals. Your SS card DOES NOT work for this.
2 new passport photos.
Gov issued photo ID. If issued in the last year, bring secondary ID that has your name on it, preferably a 2/5
There will be 2 payments for processing - a fee for the processing center that is usually cash, check or charge, and a second payment to the US Department of State that must be stapled to the application & sent in. So this has to be a check or money order. 3/5
Basically, the agent processing your application has to prove that the applicant is a US Citizen and that the person standing in front of them is 4/5

Humans are judging this paperwork. If you have enough paper from legal entities to tell the story, & additional proof to document its progression, it can be done.
It will also work if you're crossing a border by car or boat (so you can drive across into Canada or take a cruise to Mexico).
But if you want to fly across a border, you need the book.
You have to prove you're a citizen & your identity to get a passport. So your passport proves both. It is the ultimate US identification document. If you have changed your name, your passport is the doucmentation that your identity has been confirmed by the US government as a US citizen.
A birth certificate might work for you, if the people you are presenting it to are operating in good faith and will accept that your ID proves you're holding your own BC and not someone elses.
But a passport cannot be refuted. It's proof of citizenship and photo ID all in one.
I would only look to update my passport if the one you had was lost or destroyed, or if you've changed your name.
Never know what opportunity might present itself. You're saying you'd rather deliberately sit out than be able to grasp an opportunity that might come along?
