Kootenai Sheriff Norris is a ridiculous wannabe cowboy, a walking cliché who uprooted himself from California just to play dress-up in the Wild West. It’s baffling that anyone sees him as a credible leader rather than the costume shop caricature he is. His entire persona is pure dime-store fiction.
